Devlin was born and raised in Tucson, and was fortunate enough to learn Spanish from an early age. After finishing his associate's degree at Pima Community College, he transfered to the University of Arizona where he graduated with a degree in journalism with a Spanish minor. He earned his teaching certification and taught native and heritage learners of Spanish in Nogales, Arizona for four years. He taught a similar course at Tucson High School before pursuing a master's in Spanish teaching at the University of Arizona.
He's lived and studied in Mexico, and loves to travel around Latin America. His areas of interest include Spanish-as-a-heritage-language teaching strategies, techniques, and curriculum design.
